Prodded by Valentine, Samy tries to get to grips with how a European summit works. He realizes that the environmental crime office project championed by his Commissioner is not getting the attention it needs, so he decides to raise its public profile. Ultimately, however, events spiral out of his control...

Samy succeeds in getting Parliament to exert political pressure on the summit and encourage a solution to the crisis within the Council. He triumphs, but Valentine reaps all the credit.
